To set up the game of Carcassonne: 1. Place the **start tile** (which has a dark back) in the middle of the table. 2. Shuffle the remaining **land tiles** and place them facedown in several stacks so that all players can easily reach at least one stack. 3. Place the **scoreboard** near the play area. 4. Each player chooses a color and takes 7 **meeples** of that color to form their personal supply. 5. Players then place their 8th meeple on the "0" space of the scoreboard. 6. Return all meeples of unused colors and the 5 abbots (for your first game) to the box.
During your turn in Carcassonne, you must perform the following actions in order: 1. **Place a land tile** You must draw exactly 1 new land tile from a stack and place it faceup connected to a previously-placed tile. If you cannot place the tile you drew to continue the landscape, you return it to the box and draw a new one. 2. **Place a meeple** You may place 1 meeple from your supply on the tile you just placed. You can only place a meeple on the tile you just placed and not on a feature that already has another meeple on it. 3. **Score points** You must score all points from your tile placement.
The player with the most points wins the game after all final scoring has been resolved. In case of a tie, there are multiple winners.
Scoring in Carcassonne occurs both during the game as features are completed, and again at the end of the game during final scoring. **During the Game:** * **When it happens:** During step 3 of a player's turn, all features completed by that player's tile placement are scored. * **Roads:** A road is completed when both ends lead to a village, city, monastery, another feature, or the road forms a loop. Each road tile scores 1 point. * **Cities:** A city is completed when it is fully surrounded by walls and has no internal gaps. Each tile of a city and each coat of arms in that city scores 2 points. * **Monasteries:** A monastery is completed when it is surrounded by 8 tiles. A completed monastery scores 9 points (8 for the surrounding tiles and 1 for the monastery tile itself). * **Meeples:** If multiple meeples are on a single scored feature, the player with the most meeples scores the full points. If multiple players are tied, all tied players score the full points. After scoring a completed feature, meeples are removed from it and returned to the player's supply. **At the End of the Game (Final Scoring):** * **When it happens:** The game ends when all land tiles have been placed and a player is unable to draw and place a tile during their turn. Final scoring then determines the winner. * **What scores:** All remaining meeples in play are scored. Completed features have already been scored during the game, so only incomplete features are scored. * **Roads:** Each incomplete road scores 1 point per road tile, similar to a completed road. * **Cities:** Each incomplete city scores 1 point per city tile and coat of arms, which is half the points it would score during the game. * **Monasteries:** Each incomplete monastery scores 1 point and 1 point per surrounding tile, similar to a completed monastery. * **Fields:** Each field scores 3 points per adjacent, completed city. (Fields and farmers are explained in supplemental rules and can be ignored for initial games). * **Winner:** The player with the most points after all final scoring wins. In case of a tie, there are multiple winners.

The game ends when all land tiles have been placed and a player is unable to draw and place a tile during their turn. Once the game ends, players resolve final scoring to determine the winner. During final scoring, all remaining meeples in play are scored, with only incomplete features scoring points (completed features would have been scored already). The player with the most points wins.
